What does ‘all things are but created in mind‘ from Avatamsaka Sutra mean?

Avatamsaka Sutra or Garland Sutra states:

‘All things are but created in mind.’

There in all living beings are three karmic functions: first, karma

operating in the body, physical behavior; second, karma operating

in speech, verbal behavior; and third, karma operating in thought,

pondering and considering—mental behavior that exerts control over

thought, action, and speech.

Put another way, physical and verbal behaviors are both subject to

the manipulation and influence of the faculty of mind. Virtuous mind

arising and thought astir lead to positive behavior in the body and

speech; evil mind arising and thought astir result in negativity, missteps

and vileness. Hence the Buddha‘s teaching on how the faculty of mind

and behavior interact.
